I have no clue how people got them other then at NYCC but they're pretty cool. They actually make you look like a Skaven.

I know Warhammer 40k has a card game, set during the Horus Heresy, not sure about Warhammer Fantasy though.

Apparently you got the code for it with a purchase from the Warhammer online store at some point. Don't think you can get it anymore though Sad

If you order the Art book or the Graphic Novel from the Mythic store you can get a Skaven Cloak!!
